At first I thought it might just be a prank call but there is a part 2 video. They interview her and you can tell she really did think that.
This is a perfect example of a liberal. She honestly thinks that everything in the world revolves around the power of the government.
If only the government would place the signs elsewhere, the deer would follow that path.

She'd probably vote for a program to reeducate the wildlife at government schools to teach them to read signs and follow maps.
