... How would you write it.

My rewritten 2nd:

The right of the people to keep and bear arms is inviolable. Neither Congress nor the States nor any sub level of government or any government agency shall make any law, rule, regulation or use any other method direct or indirect to infringe, restrict, make burdensome or prohibit in any manner the the right of the people to keep and bear arms in their own self defense, defense of the country or defense from the government or its agents when said government or its agents are acting unlawfully. Any attempt by the government to disarm the people in whole or in part is declared to be unlawful. In addition the right to keep and bear arms shall include recreational purposes, hunting, training and any other use that would be determined by a reasonable man to be civilized and lawful.

There. That should cover all the bases.

Now all we need is a constitutional convention to put it in place. (I won't be holding my breath waiting for that to happen)

The problem isn't the way it is written, the problem is the people we have given power to interpret it. Nothing will or could change their agenda.

That is an issue with the entire Constitution. Evidently, the framers did not foresee the abject stupidity present in later generations, and believed they were using plain language. The simplicity of "shall not be infringed." is impressive. It is the fault of the Prussian school model used in government schools.

"Well. that's what it says, but it REALLY means......" is the "reasonable man" standard of today.

This is exactly the reason that we reduce the second amendment to a subordinate clause. If you read the whole whole thing, it get's a little problematic.

What if the people of a free state like Illinois chose to regulate their malitia differently than the people of a free state like Oklahoma chose to regulate theirs?
