Seems more like a hurry up and wait situation judging from the lines.
Maybe they give guys $100, give them 12 hours to buy all the bullets they can and flip them for more money. Then the can buy a gun and flip it for money. Then wait and see which one gets arrested first for making money off selling firearms for profit, without being a dealer.

I don't know which channel 9 you're watching in Owasso, but the channel 9 in OKC has actually done a pretty good job in covering 2A stories/issues. Kelly Ogle is damn near Libertarian in his op-eds; the only story I recall where I had a major disagreement with their story was on open carry, but it wasn't nearly as bad as any of the national broadcast stories...Channel 9..? well that pretty much ensures it will be an anti gun message..
