The no head shot rule is to protect their equipment from being shot to hell by less accurate shooters. A 2 second rule does the same thing. H&H does not prohibit either with handguns. For rifles, we are experimenting with some different ideas which will allow headshots for rifles without compromising our equipment.
Geneva determined that headshots were a cruel and unusual way to dispatch paper, thus, making them illegal to perform. Any range that allows you to do this is racist against paper and is guilty of war crimes.
Growing up in the Mountains of So. California, we used to drive up into the desert to camp and shoot on BLM land. It's one of the blessings of living near truely wide open space.
OP- Great that you found "your" own spot to shoot. Suggest looking even farther out to find your own private place that you can leave targets (Not reash, of course) and have a campsite/ fire ring on a flood proof spot.
