They are either giving a good deal to seniors or they really aren't very optimistic about your longevity.

This is just strange. Who charges $1024 for something? Make it $1025, $1050 or something "normal". The only thing odder would have been if they were charging $1023.99.
What caught my eye is that on July 1, the lifetime hunting only license (now $625) and the Senior Citizen hunting license (now $15) will go away.
