The Oklahoma Dept of Wildlife is not funded by taxes in the manner that most other state agencies are. ODWC gets most of their funding through the sale of fishing and hunting licenses. Since ODWC is in charge of maintaining these facilities on the WMAs, this is their way to utilize a mechanism to help keep that maintenance funded. Some of the money to construct these facilities will be a matched grant from taxes on guns and ammo from the Pittman Robertson act but unless the state can provide their share of the funding on the project, then grant is never provided. This same type of federal grants/funding also makes access available to public lands and public waters, like roads, gates, and boat ramps.Wow that’s nice.
