I don't think he can raise the entire nationally-mandated minimum wage, but the OP was in reference to raising the minimum wage for workers under federal contract. So it would truly only affect a very small percentage of the workforce, but it is a small step that helps lay the groundwork to apply pressure to Congress to raise the national minimum wage.
Sort of like the step of trying to revoke the 2nd Amendment rights of veterans who utilize the VA healthcare system and are diagnosed with PTSD or something similar, I think. Not sure, though.
