I don't see anything frivolous about this lawsuit. In reality, it will probably get settled.

The law WAS CLEAR.
The LEOs broke the law.
The citizen's rights WERE violated under Ohio law.
The LEOs VIOLATED his rights.
The law should PUNISH those who VIOLATE the law.
The Department is RESPONSIBLE for training it's officers.
Thus, the DEPARTMENT is RESPONSIBLE.
And Thus, should be made and EXAMPLE of.
To do this, you have HEFTY fines.
Bottom line, that is the law. The law that was enacted by the people, to protect the people. If the officers were in the right, they'd had stuck the charges. They didn't, because they knew that it'd be thrown out. They're responsible for this, and should either get better trained officers, or suffer the consequences of said officers.
