I know the reason for asking someone to sign, it proves the officer made contact and issued the citation to a specific person.
I also do not think the officer can say he forgot to ask with any justification, unless he can show multiple unsigned tickets that he issued, where he did not ask the question. If he has issued any amount of citations, it could be checked if they were signed or not, and reports should show if they did not sign, and whether or not he asked for them to sign.
So is there a legitimate answer to this action. That is my reason for asking. I think it is an important part of the incident.

The Officer was loosing control dealing with the fellow and any further action by the Gentleman toward the officer was going to be bad for him.

If not, then what is the justification for the officer's actions?
He should be charged with Simple Assault and Battery, but in my opinion, when the officer improperly made his move of force, before he even told the man he was going to be arrested, along with using excessive force, He trumped the old mans Simple Assault and Battery charge. The officer Committed several Constitutional Violations.
I know it may not make sense, but when the Constitutional Rights of the old man were violated, no charge should result in a guilty verdict. Not necessarily making him innocent, but it relieves him of a duty to receive any punishment under the law, for that specific crime, he could have been charged with or is charged with.
Officer really messed up.

Yes the old man deserves a charge. Or at least a fine. Never too old to learn some manners

A college student would have a major felony on his record.

Are you sure you understand the reason ?
The reason you're required to sign a citation in Oklahoma is because you are promising or affirming you will pay the fine or appear in court.
Refusing to sign can be grounds for arrest if the officer chooses to do so. It depends on the municipality that issued the ticket some jurisdictions let it slide more than others . Oklahoma City is a jurisdiction where they can and do take you to jail for refusing to sign.
Looks like the elder man touched the officer early in the video also. Officer had the elder guys hands behind his back with ease and then went to far with the slam. Gonna cost the taxpayers on this one
What happens if you were to tap an officer on the shoulder and say "do you have a minute?". Or pat them on the back and say "good job out there.". Felony assault? What if you happened to bump one walking out of a store? Felony? Just how far does the touch go? What if you only grazed their clothing? Does it extend to their clothing as well? Before long some of you guys are gonna say looking too long is a felony.
