I think more training in de-escalation with a focus on not causing unnecessary physical harm would be a good thing overall. And maybe cut back on the frantic screaming they do. Not sure if they are told to do that but it doesn't help anything.
It seems there is only a sliver of distance between a police officer being a saint and an a-hole. They're just people, they put their pants on one leg at a time. They are afforded a higher level of authority but are held to a higher standard. It cuts both ways.
problem is, the "old man(70 years old)" is 5 foot nothing, maybe 110 lbs. Built like a friggin 10 year old. Cop should have called for backup who can translate first or at least pulled out the FREE GOOGLE translate app. Meridian and NW 39th isn't too far from the Asian district. (They WERE next to Dunkin Donuts though)

I reviewed the video. It looked to me that the officer used a wrist lock that turned into an armlock, and that's what drove the civilian into the ground.
Wrist locks are better for ensuring compliance and immobilizing the attacker; armlocks normally take the attacker to the ground, and the impact can be very forceful because of the attacker's body drop.
Please realize that by "attacker" I mean the recipient of the technique. The Japanese term would be "uke".
Based upon what I could see, the officer used reasonable force but he underestimated the effect of his technique.
It's an expensive lesson for everyone involved. Even unarmed techniques can break bones and leave permanent injuries.
Cop was reasonably cool until the old guy popped him on the vest and told him to shut up. KABOOM! Not someone I want meeting my autistic son. Who behaves as perfectly as is humanly possible, but can be a bit slow to respond to verbal instruction. Takes him a while to process the instructions, especially if they're any sort of complicated.

Yeah, I have a very close friend whose son has Asberger's and he has the same concerns as you.
Obviously one cop is either ill trained in using that unit or has a short fuse and doesn’t care. I hope they get him ofthe streets and the old man gets a BIG check
