correct, A collision caused by the old man, then the officer tried to issue a citation and the old man got irate and started arguing and acting like a 4 year old child.

I changed my mind about Gentner Drummond.
A factor beyond the advanced age, language ability and frailty of Mr. Vu is his bone cancer. The internet says that the leading symptom of bone cancer is pain.
In addition - "The distress of having to cope with chemo might affect the patient’s attention, memory, moods, thinking and mental capabilities."
"Cancer treatment can be stressful. But chemotherapy drugs themselves could also affect your moods"
Waiting 5 minutes for the translator before issuing the ticket would most likely have prevented this train wreck.

Same here. I didn’t like him on his first run and didn’t vote for him. He did make some good decisions once he finally won, but now he’s back in the doghouse.
My wife before she lost her battle with cancer suffered chemo brain and didn't get into confrontations with cops or others .
You're giving the old man a pass for behaving like a child , if he was so infirmed mentally he couldn't regulate his mood then his family wasn't doing their job .
They have no inclination of my new rule changes. My kids are in for a real interesting new year. Might get expensive for me, but they’ll learn quick I bet.
