Congress did pass something. Bipartisan Safer Communities Act (BSCA) Passed in 2022. This law expanded the definition of “engaging in the business”. If you engage in the business, you need a FFL. The AG said this new rule is in compliance with that law.
That's where the disagreement is. Repubs are saying this new rule change isn’t in the law & Dems say it is. So, wait for the lawsuits.
The Armed Attorneys covered this recently, and that's pretty much it. Congress did what it does best and made a minor change in language that manages to completely screw us over.

Let's please stop using their terminology in calling it a gun show loophole. What IT IS is a lawful sale of property between two citizens. The same with all their other garbage word meaning changes.

It isn't a high capacity magazine, it is an as designed standard capacity magazine.

It isn't an assault rifle, it is a rifle that can be used for assault, or protection, or to keep law an order, or for target shooting, or for a wall hanger, or etc.

Read BTAF regs , says private sales are ok as long as not selling for profit. These guys with no license at gun shows with their high prices will be in trouble.
Who defines what a profit is? How will they know what you spent? Just my thoughts…
