If she wants it, she can figure out a way to make it happen. In her circumstances, she might be better served to consider a GED. Alternatively, if she can get into a community college and successfully complete 30 hours, the State Department of Education will grant a HS diploma. "Any Oklahoma Resident who has been admitted to any accredited Oklahoma college or university may be awarded a high school diploma by the State Department of Education within this state, provided that such person has successfully completed at least thirty (30) hours of college work at an accredited college or university. Title 70 O.S. § 24-116"

Right now, you are showing signs of severe helicopter parenting which is not healthy for either you or her, IMO.
