OOS Youth Deer Hunting - License Question

Guys, I feel like I am reading Mandarin Chinese trying to figure out the new license rules. I have a friend bringing his son down for youth hunting in a few weeks and I get it that he needs a Non-Resident Youth Deer License. What I can't figure out by reading the regulations is does that count for both deer available in the season or does the kid need one for a buck, then one for the doe? I think the one license counts for both but it is not really clear unless I am just missing it.

Non-resident youth deer license is only good for one deer,

They can purchase an either sex license which is good for either a buck or a doe but not both. $100

They can also purchase antlerless licenses at $31 each.
