HB1796 was not considered today, so the title could not have been stricken.
Anywho, a stricken title would only mean that it would have to return to the House no matter what version the Senate passed.
I had an opportunity to got to the Oklahoma Capital on Tuesday to meet with several of my local senators & representatives. I had an especially exciting conversation with Rep. Mike Ritze about passing open carry and killing 1796. He was in agreement that 1796 would be a bad thing for Oklahoma. He talked openly about how much he supported the 2nd ammendment and how hard he was going to push for open carry and other pro-2A legislation.
One thing that surprised me when talking to Rep. John Trebilcock, he said they get very little in the way of honest constiuent emails or letters. They mostly get mass mailings or form letters. He encouraged me to email him and went so far as to have me meet his legislative assistant so she'd have a face to put with the name.
The reason I say all this is to encourage all of you to email your representatives and senators. They do actually read your emails and take your comments into consideration.

Correct me if I'm wrong, but isn't 1796 our ONLY remaining chance at open carry this legislative session? Why kill it?
You're mostly correct. HB1796 is the only open carry bill still alive this session, barring a committee or floor substitute by the opposite chamber like we had with HB3354 last year.
If the bill can be amended to remove the ballot provision, then it's worth supporting as it will be identical to HB3354 from last year.
If FA7 can pass, then it's worth making re-election campaign contributions early and fighting hard for it.
I wish mine would actually respond... my previous rep did regularly.
Maybe it's because I write in full sentences, paragraphs, make key points, and cite supporting evidence... should I just devolve into "I urge you to support HBxxxx. Thanks!"?
I wrote my reps, and sue tibbs.... only 2 responses back (of 7-8 emails sent out), but both were in favor of anything 2A.
sigh. hopefully next week the "vote of the people" garbage will be taken out and we can move forward.
Now that the ballot part has been removed it's not a problem but I was speaking with Rep. Ritze a day prior to the ammendments.
With it changed this is no longer an issue, but here's my reasoning against it, which was shared by our representatives and is why the ballot provision was stricken:
Most people don't understand the implications of a referendom on open carry. I would almost guarantee that it would not pass a vote of the people, but even that isn't the biggest problem. The biggest problem is the level of debate that would rage in Oklahoma over such a vote. It would make SQ 744 look like we were holding hands and singing cumbaya. We'd have groups like the brady campaign, MAIG, FOP, etc, all lobbying here against it. Outside groups would be coming from out-of-state to put their nose in our business. What's worse, if open carry would have failed a vote of the public, it would probably be permanently dead, as it would get no traction in the state legislature after public rejection, especially after the populace had been polarized against guns by the out-of-state anti-gun groups.
In the long run, it would've been a bad thing.
