Not sure what the problem is here. The President is the boss of the Executive Branch, so he pretty much gets to set the rules for its employees. It has been that way since ol' GW was in charge.

Such rules are usually proposed by the bureaucrats, opened for public comment for a time and then submitted to Congress for approval or rejection. The President's job is to enforce those rules, not make them up.

That's only for public-facing rules. The President can make up and change the rules for Federal employees at any time (within the bounds set by acts of Congress). I'm pretty sure you'll find that Trump changed the rules for Federal employees during his tenure, as did almost all of his predecessors.

Not bounds set by Congress--bounds set by acts of Congress, which would be statutes passed by Congress and signed into law by the President (with the exception of overridden vetoes).

Now, how many of those acts are actually constitutional is another question entirely.
