Might be a stupid question, but what are the legal issues for owning a plate carrier complete with plates?

You can’t steal them. You must pay for them or it’s illegal
Perfectly legal. I have two plate carriers with plates, no issues. Also have two ballistic helmets to go with them.

I believe it is also illegal if you are a convicted felons.
They do tend to make you look silly though.....

Yes, here in OK, but some states say they are illegal (even though the courts find them legal). I have one rifle-rated AR 500 hard plate and one Kevlar soft pistol-rated plate.
