There are several companies out there that sell solar powered flag pole lighting that can be mounted under the hat or under the flag that will override the requirement that it be taken down after dark. If electric is available, there are spike-in-the-ground or pole mounted lights that will do the same.
Home Depot sells one that is a solar powered single LED. The light is about 1.5" in diameter and about 4" long and the solar panel is about 2.5" by 4.5", it comes with mounting brackets, costs about $30. I have one on my flag pole. It has worked great for almost a year now.
