Or someone driving a rental car, or someone who hasn't re-registered his own car (I have co-workers who haven't handed in their Idaho tags after more than a year here), or driving a family member's car (my brother's truck is still registered in dad's name, in Ohio), or quite a few other possibilities.
If I am selling a gun FTF (personal gun) I'll ask if you're an OK resident. If the answer is yes deal is on. If the answer is no or yes, but... The deal is off. Don't tell me youre an OK resident but you have an out of state license. That's a red flag and we're done.
