And how local many dealers have gone under and had to do the same? Walmart complies with the law and now it’s a problem?

I’m no fan of Walmart but that’s how it’s always been done.

They dont have to turn the paperwork in since it is only for 500 stores they could transfer it to another store and still be within the law, but its not the fact they are turning it in the problem is now the ATF is creating a digital data base of the gun owners which is against the law

Why do they have to transfer them at all? Because a particular store doesn't sell guns, they can't retain records? They're not closing, and are still part of the same chain...

If not mistaken it is because of the different address on the license it may be the same name but the address indicates as a different business

That is correct. If an FFL moves his/her business across the street, a new license with the correct address is required by law.
