In the philisophical sense we are all created sovereign, in that we own ourselves. The issue of behavior comes into play by being a part of society. If one adheres to the non-aggression principle (do not initiate force, threat of force or fraud), then laws that attempt to control behavior are unnecessary. Since men aren't angels, to function peacefully in society would require following some common sense rules (common law). However, a mechanism to enforce those laws in needed, thus the birth of government. The people cede a small portion of their power to the established government which is then tasked to defend life, liberty and property. This philosophy is reflected in the Declaration of Independence. Those involved in the sovereignty movement seem to be making their lives more difficult than necessary.
