No. I won't spend 85$ on a pair. I have a 5.11 store down the road from me if I wanted to go that route.

32x32 or MAYBE 32X34 BUT NOTHING SMALLER

The word tactical indicates anything that can be used in war. So I'd say just about any pajama bottoms available at walmart should fit the bill.
