I haven’t been in the local Atwoods here in east TX in probably 6 months or more and have never bought ammo there, but I’m pretty sure all the ammo was already behind the counter then. Unless it’s changed in the last few weeks, the Atwoods in Alva still has theirs out on the shelves.

You cannot follow them out of the building. You can follow them around the store and constantly ask if they need help etc.

There was a time when bad debt would would get a person prison. Times have sure changed.
Yes, it may not be Texas as a whole so you are probably correct. Austin has turned into a complete craphole...good think it is the capitol...and has been for quite sometime.
I know Dallas has also taken the same approach to that and many other isses. So, you can't shoot anyone you catch stealing red handed and so it kind of limits your response to this mess.
I would bet Houson, San Antonio and all of the other democrat towns are the same way either by law or at least by actions in those cities.
