Break it up into much smaller quantities and distribute to K9 handlers for continued training.
I agree with this. My uncle trains cadaver dogs. You really need dead people for this, can't just train them with anything...it's a specific scent there are after not something similar.
I realize this. I was directing this to the OP, who seems to think this purchase is out of bounds. The qtys of explosive here could be confused with a mild 4th of July party in Mustang.

I know, DEA and OBN don't pass around a ton of ice, heroine, coke, weed etc. to train dogs. Plus there's no way the gubbmint could manufacture the materials in question on their own.
I see nothing wrong with this purchase at all. I was just posting it for informational purposes.

Same with fertilizer, take the dog to the feed store, they'll prolly give ya a hundfull to train a dumb dog.
