It's not. I was stationed in Korea for 13 months on a mountain top microwave site called "bucket"
It's not there any longer, as they have gone satellite.
We monitored tv commo as well as a lot of other frequencies.
The propaganda they put out to their people runs 24-7.
It's exactly what you see on the video.
The majority of their population live like the video presented.

Think about it, if this is all you ever see, would you or believe it?

Now tune in to msnbc, Or CNN and start your education.

Nope, I don't believe it's a spoof. Looks very typical from what I've seen in the past. Love the part where Americans got real coffee and cakes from the North Koreans. BRB, need to make a Starbucks run. I'll be using my $500 smartphone app to debit my prepaid S-bucks card. Sure hope I don't get too hungry on the way, might have to eat a bird.
