Sand the shaft just enough to remove the rough surface rust.
Vacuum up the debris so it does not get in under the seal.
Clean the shaft with paper towel and rubbing alcohol.
Take some cold blueing gun blueing and paper towel and rub it onto the shaft to add blueing to it.
Let it dry a bit and paper towel it clean and dry.

Blued metal does not rust as bad or as quick as bare steel.

Now apply some synthetic wheel bearing grease.. rub it in all over the shaft.
Now wipe it all off with a paper towel. as just a small film is all that is needed.
Clean the bushings in the tub also with alcohol and then lube very lightly and dry the lube off with paper towels.
Thin microscopic film .

That is about the best you can do.
Will it rust again .. yes eventually.
But not near as bad as any other way.

I have a 1974 Rock Chuker press when I got it the thing was filthy and the handle was all surface rusted.
I wire brushed off the rust then sanded it and wiped it down and blued it.
That was over 10 years ago and it has been in many peoples possession as I loan it out to those wanting to try their hand at reloading.
It does not have a spec of rust on that deep dark blue handle.
I use Birchwood Casey Super Blue.
