Meaning, the statute does not define confiscation as a penalty for this particular violation of law. it would seem to me (as a non lawyer) that confiscation would only be possible relating to other violations outside of the "improper transport", i.e. nothing in section A talks about confiscation, so authority for confiscation must be derived from some other statute.
