I sand primer before I paint over it or all bets are off.
I have done some experimenting on daily drivers with bare metal then primer then paint.
And bare metal and NO primer just paint.
Worked just fine without primer.

Done the same thing with T111 siding outside on a shed.
1 Wall facing south 4 panels of T111 2 painted with primer and allowed to dry and 2 with just the paint. KIlZ primer.
Couple years later the primed panels were flaking and the just paint only panels looked fine.

I am not sold so much on primers.
I have not used 2K primers.
Those would probably eliminate cure shrinkage etc.

T111 siding. That brings back some memories. I installed a train load of that stuff back in the '80s.

1989 Ford Escort wrapped the rear coil spring with what looked like water hose.
Just on the lower coil where it sat in the strut.
Moisture/water got in that hose and rusted out that coil and it completely broke the lower coil off.

They did not think that through.

Just went through an issue with my 2017 Ford Escape Titanium. Google 'swollen lug nuts'. When the service advisor wanted to upsell by replacing the lug nuts, I thought that this was the biggest case of horse hockey I've ever heard --- well, nope, it's a real thing.

.

Those FORD MFer's have been sticking on steel covers over a good lug nut for decades and it just does not work.
I would love to meet the guys involved in making those and the guys involved in continuing to leave them in production.

My 1982 Mustang had them as did a buddies 2017 3/4 ton diesel truck and his older diesel Ford and gas Ford trucks also.

What needs to happen is everyone that has issues with them (everyone) needs to toss them into the new car dealer windows.
You collect enough of those tin covered cheap china lug nuts and replace enough busted windows you will surely get the hint.

Did I mention MFer's

Service manager said the only Ford vehicles that get solid lug nuts are the Super Duty trucks. Well, after calmly chatting, I asked what my next step should be. He asked if the Escape was on the lot (it was), if I already had new lug nuts (I did from RockAuto), and if I had a little time to wait for it. I thought, here it comes. I asked how much for the labor. He said that he actually had one of his hourly shop guys with nothing to do and an empty bay. Said no charge (original service writer quoted over $200). I told him thanks!!

I guess it was good that I waited almost a week before I went back there --- was able to cool off.

Just replaced 40 lug nuts on my two Fords. Like you, I thought it was load of horse hockey too. Costco was the first to mention it to me when I bought new tires for the car. I was at the mechanic shop where I get all of my vehicles worked on and I asked him. He said it was a fact, Jack.

I wonder if the frames were sanded at all before they got coated on the go carts.
With your results vs mine I would say the prep before PC was not good on our stuff.
The good shops blast and clean before they coat, it's a pretty aggressive media on the blast to give it a good texture to adhere to.
