What is ICE doing that is useful?

ICE HSI actually does a lot of good. Unlike the DEA, they focus on transnational criminals who are violent threats to American citizens. Human traffickers, rapists, murderers, armed robbers, etc.

They and the US Marshals are about the only federal LE I have any faith left in. Unfortunately even they have a few bad apples trying to spoil the bunch.
