I have seen crinkled plastic bags that had steel parts in them left where humidity could get at it leave odd rusty shapes on the parts.
How deep are the scrapes? If they are to deep, I would just sand down the sharp spots and cold blue.

Honestly, I wouldn’t sand or blast it. I don’t think it’s worth opening that can of worms. You can convert the red rust by boiling the receiver in water and carding it off once it’s turned to black rust.
You don't have a collectors item. It's ugly.

If it were mine, I get it to @Rugerscout80 and let him cerakote it. He’s doing a Remington 870 20 ga for me that was in a little rougher shape than I thought when I committed to buy it.

At least, 0000 steel wool and a rattle can would be an improvement. The auto touch up spray cans at O'Reilly is good metal paint.
Good polish and cold blue would be work.
Cerakote would be outstanding.
But, PLEASE, do something. Marlin deserves better.
