Kind of looks like it was stored and the plastic stuck to it, and someone tried to scrape it with a putty knife.I have seen crinkled plastic bags that had steel parts in them left where humidity could get at it leave odd rusty shapes on the parts.
That's what I thought, looks like a truck gun that was rubbing the seat frame every time they hit a bump!Your damage simulates like it was behind the seat or under a seat of a truck and it bounced and rubbed those areas frequently. A good media blast and refinish could make it look brand new though.
That’s what I thought when I saw that first picture—that goes beyond honest wear and tear and into the land of damage. I’d say go ahead and refinish it.I am all about leaving patina but this is not patina this is a tragedy.
