Here, but occasionally There.
South Dakota being one of them.

Yeppers...

...the governor (a Republican) there is catching heck from the Democrats because she hasn't shut things down. There's one town/city with a meat packing plant that has a disproportionate number of virus cases, so they are going nuts. But hey, people gotta have meat, so even if they did close the state down, the packing plant would probably still stay open.

Just like it is their decision to shut them down, not Trump's. He recommended it but it is the "make the shut down hurt" Democrats that did it to extremes. Some states still have not shut down usually with GOP gov. and Democrats are giving them hell for it.

Maybe you missed Trumps absolute authority memo.

yawn...it never happened and Trump didn't speak of his absolute authority.

If you read what the media tells you, he did. If you read all of what he said instead of just the media sound bites you know better.

"Well, I have the ultimate authority.
I've been having many discussions with my team and top experts and we're very close to completing a plan to open our country, hopefully, even ahead of schedule, and that's so important.
We will soon finalize new and very important guidelines to give governors the information they need to start safely opening their states. My administration's plan and corresponding guidelines will give the American people the confidence they need to begin returning to normal life.
That's what we want. We want to have our country open, we want to return to normal life. Our country is going to be open and it's going to be successfully opened, and we'll be explaining over very short number of days exactly what is going to be.
We've also, as you've probably heard, developed a committee. We're actually calling in a number of committees with the most prominent people in the country, the most successful people in the various fields. And we'll be announcing them tomorrow (Tuesday)."

Which is exactly what he did and he is correct in that he has the nation wide authority to lay out a plan.

Based on what I've read and seen on TV, to open markets up would be a grave mistake. Too much is at risk whether he does or does't. Either way he is wrong.
