As far as building a bolt .22lr goes, I think you'd be best served buying a Save MK series rifle for two reasons.

1.) Price -- Cheap
2.) Aftermarket support -- There are a lot of solid aftermarket options for the Savages--triggers, barrels, stocks, etc. You can't say the same for every other modern bolt rifle.

My $.02: I know you want a budget .22lr to build and customize, this is what I did with a Ruger 10/22. I dropped ~$1k in it and it looks cool (heavy though), shoots decent (not as well as I'd expect from a rig with a Kidd barrel and trigger though), and is fun to plink with. I bought a CZ 455 Varmint in .22lr for a dear friend of mine as a gift about a year ago. After shooting that thing, I won't settle for anything cheaper when I buy a bolt rimfire. You can buy a cheapish .22 and have a blast, but those CZs are beautiful guns to look at, handle, and shoot. Totally different direction than where you want to go, but thought I'd include it :)

I'm a big fan of CZ rimfires. If you want to do a refurbish, I'm assuming you want something older and used. Old Mossbergs like a mode 42 or 44 are great shooters and can be found at a good price with some patience.

This is what I had in mind. Taking something old and making it like new!! Will have to find some of this stuff you call patience though.....
Will definitely look at the Mossberg's , I was given a Mossberg k395 several years ago and while it is not worth much I have refurbed it and it is a fine looking bolt action shotgun.

Will definitely look at the Mossberg's , I was given a Mossberg k395 several years ago and while it is not worth much I have refurbed it and it is a fine looking bolt action shotgun.
I like doing that as well. I refurbished a 1928 Mod 12 Winchester 12 ga to like new condition. It was nothing but a wall hanger/parts gun when I got it.

Guns, motorcycles and houses, love refurbing them!! Guns are new on that list, Dad passed away a couple of years ago and had an AK47 he did a screw build on, it was scary to say the least so I researched it and rebuilt it (rivets) and it is a fine shooter, runs like a champ. Kinda sparked a fire for more!!

When you have a gun that is not a collectors item, and the value is not going to change no matter if left original or refurbed, I agree, make that puppy pretty again.
Now you have me thinking of that Marlin carbine hanging on a nail out in the shop for the last 30 years...........Its ugly, but still shoots to put some air holes in the burn barrels behind the barn. Gave a whoping $35 for it new when Gibson's closed their doors.
Stock is cracked at the back of the receiver, repaired with Elmers.
I'll post a pic tomorrow if I think of it.

I sure mis Gibson's they had one in Mccalester when I was a kid ......
