You don't need 10 rounds to kill a deer.

Depends on several factors actually:

1) The size of the deer (a 10,000 lb deer may require more rounds to put it down)?
2) The size of the round? .17 HMR is not a good deer round...
3) Is the deer hopped up on meth or pcp, or is it rabid?
4) Is the deer wearing armor?
5) Is it a cyber deer or other DARPA or Military project?

So, it may require more than 10 rds, or if one is just a bad shot...

Wasn't that bad when I left in 1973, but it was headed that way. Personally, his collection sounds to me like a good start.

Or maybe he shoots more than most people and only wanted to be able to continue his hobby during times of ammo shortages.

Extreme? Maybe.

But during some of the past shortages there were lots of days I was the only person on the range shooting more than one or two mags.

btw - I never got anywhere close to his inventory.
