Anyone have expertise on getting motorcycles tagged?

Here's the deal, I bought a used scooter at an estate auction a few years ago. It's a 2006 model 150cc. I have the Title, but the original owner never tagged it, just used it on his property I guess. I never really cared, because I ride it just around our rural roads anyway. Now that I'd like to sell it and get something bigger, I'd like to tag it. The Tag Agency folks tell me the original owner has to buy the tag before I can do anything, so sounds like I am stuck with an Amish scooter.
Another tag agent told me about some sheenanigans where you can have a salvage impound the bike for 30 days and through some magic of red tape, they can sign some papers and, woosh, the new owner can now buy the tag.

Can anyone elaborate on how this works? And, more importantly, is it a legit avenue to get it tagged? if I can't get it tagged for road use I guess I will just part it out.

Looking to trade it and some guns for a Suzuki/Honda/Yamaha 250 cruiser. (Wife says all extra cash must be put in the Disneyworld pot, leaving me only barter.)

I have an old Kaw 440 that I bought for my wife to learn on (To date, she's never ridden it.). No tag or title, only a bill of sale. It had been tagged years ago. I found out quickly that the tag agency is NOT the place to start, as far as getting it formally titled and tagged.


I ended up at the County clerk and assessor's office. They explained the exact process, wrote the fees out and further told me to wait until I actually planned to register, insure and use the cycle before completing the action, to avoid paying for something just sitting around.

IIRC, the cost was just over $100, plus registration. Quite a bit cheaper than the commercial services that will do it for you.
