You think - while running from several hundreds of LEOs - that his mind and "highest priority" is about planning more attacks, and not getting away alive? He'll likely try something else later, but I doubt his next bombing is high on his list right now.

I'm betting that the other brother has already "off-ed" himself. He probably crawled into a closet or basement and ended his little adventure. Cowards typically do this to avoid being caught/displayed.
If he actually is wearing a suicide vest and finds himself in a position where he can't escape, I'm guessing he wants to go out with a bang - pun intended. He's going to take as many with him as he can. That's another cowardly way out, with more dramatic results.
