I didn't read every single word so I may have missed it... But I didn't see anything like warrantless searches to confiscate firearms. There's a section that deals with suspending firearm sales and transfers during an emergency and Section 4 authorizes certain personnel to make a warrantless entry into/on to property in order to save life or property. But a law enforcement officer can pretty much do that anyway.
I'm not sure the sky is really falling...at least any further than it already has...in Saguache County.

The only way an LEO can enter a domicile without a warrant is if they see a crime in progress under most states laws anyway and the Constitution.They do define who can make entry in Section 4.

Law enforcement officers can make entry into a home without a warrant under many circumstances...life threatening emergencies being one of them. As far as I know they can do that in any state. That paragraph talks about immediate assistance to protect life and property. Again...LEOs can do that already and have been authorized to do that at least since I became one in 1989. That's nothing new.
