Bad parenting is the cause - point blank. But at a certain age, the effect grows up and becomes the new cause. When that happens, they too are responsible.

I say in cases like this the parenting should always be looked at and if the parents are found to be neglectful/abusive/sociopaths, then they should be punished in addition to the teens.
