I would not read too far into the term target. I want to save $5,000 by the end of the year, that's a target. I'd like to sell everything I own and live off the wilderness by age 45, that's a target.
Those are goals. When you refer too human as a target, it has a vastly different meaning. Specifically when there is huge media talk about armed drones targeting and killing Americans. Again, this is most likely a case of media using specifically chosen language to drum up fears. They chose that word specifically.
This kind of talk will get you on the list.
I see how you could come away with that understanding but "targeting" is done in intelligence gathering as well as in more traditional lethal targeting. The media could simply be reporting what an operative said but the reporter may lack the background to add any useful context and just parroted what he heard. All I can say is that use of that word does not necessarily imply armed drones.
I have my doubts in it being an armed drone as well, but the reports are not telling us either way. This may be intentional to, again, prey on the fears of the public and push people to run to the gov for protection. Calling him the first human target is what really bothers me, as unarmed surveillance drones are routinely used on humans along the border.
