Back about 40 years a go my Mom worked at a convenience store in Gotebo. She has told me several times that they regularly sold more beer than fuel.
If I had to guess I’d say Valley Brook might be in the running in the most drunk city in Oklahoma.
Was going to suggest Valley Brook, in my youth I contributed to its economy on an intermittent basis.

Both Norman and Stillwater have cleaned up their drinking districts from back in the day.
I don’t know about Stillwater, but Norman has been oddly quiet on the drinking establishment front, especially for a major college town, for as long as I can recall. Friends theorized that it was due to the proximity of OKC, but I don’t really know why.

I think the main thing that killed Norman's drinking is when Sugars closed down. I mean, if you've ever been there, you know you have to drink a LOT to enjoy the girls that danced there. 😁
