It is possible to implement it without a national registry, but it is impossible to enforce it without a registry.Kind of makes me sad to see a place with a name like "Rocket FFL" make a big deal out of there being "NO Gunshow Loophole". There never was a gunshow loophole.
Now, one thing I have seen discussed on a few websites is that conceptually it is possible to implement universal background checks WITHOUT a registry. In theory, if NICS was opened to the public then it would be possible for me to meet John Doe at the Quik Trip, call it in and move on. To be honest, there's pros and cons with that method sure, but it is an interesting though experiment.

Yes that is Academy’s policy.Maybe they have you in the Rolodex! I’m instant too but don’t have a common name. I know a few that get delayed every time. One guy to the point that he stopped buying at all. He said he has the biggest issue at Academy in Edmond. They won’t proceed after the three days. Might be a company policy? I don’t know for sure but they would not let him pick up the gun after 3 days.

For what it's worth, I wouldn't delay you three days if you were buying from me.I get delayed every time I buy. Sometimes it takes a few hours, sometimes it takes the full three days but it’s always approved.
