No. Such laws apply only to under-aged guns.

Maybe it's something with the "new stuff". I dunno. Either way, it's a pretty crappy problem.
The law is the law and it needs to be enforced.
There Is a process to change the law,if you disagree with it.
I think one of the big problems we have faced as a country is the judiciary and executive trying to decide what laws can or should be enforced.
I'm a states rights guy myself, so I would simply prefer the elimination of most laws that exist on a federal level.
