if you dont actually NEED the fire, why bother/risk having one? if you DO need a fire, then first you need to find (or make) a shelter for that fire, so that rain and wind can't put it out. That shelter needs to be near a lot of firewood and be someplace that doesn't flood. You can use your tarp as the starter shelter, but get it away from the fire asap. Build a natural material shelter for your fire (and wood) ASAP. keep the fire shelter WET, or it will soon be part of a fire!

Unless the ground is frozen, you want a Dakota fire pit. Search youtube for it. If the ground is frozen, heat rocks at night to warm you during the day, so you dont send up" smoke signals" to people whom you dont want to meet.
