How the hell did you expect him to rule? He's a federal judge! He's not going to rule against the very machine he's a part of!
People forget that even the judges picked by alleged Repubican "conservatives" over the last 30 odd years, have been hand selected by people who have been incrementally centralizing power at the federal level.
I would be shocked if he had ruled the other way.
