The 10lb bulk is packaged as 10 individual 1 pound packages and 10 pre measured catalist pouches
Just put a 1 lb pack into a 1L pop bottle, drop in 1 pouch of catalist and shake it up.
you are ready to shoot it.
Make sure the pop bottle is dry, if you get this stuff wet it kills it.

yes you can but not as much fun as putting it in a pop bottle and sitting the pop bottle on on the roof of your car then shooting it off.
