A simple webcam that runs 19.99 can be made into a security system easily . If the person has access to a computer and the camera can be setup where they need it an hooked to a computer you can catch the rat ba$t*rd ( sorry I hate people like you describe ) in the act for 20 bucks. I have built my own security system this way for less than a 100 bucks I have 3 camera's that record take pictures on motion alert me when there is motion by email and stream across the net so I can check in on the place anytime I want to. I have got several from here and put them in. I have had great luck with the stand alone units and the $50-100 cameras.
I have used the $39 cameras from harbor freight, they work, but not very good resolution during the day and almost nothing at night. They work good to put one down where they can vandalize it and the real camera is still up doing it's job.

Swann home security from Walmart! Very good setup with Internet viewing and a decent dvr. I used it for a while and love it.
