A standing president can only be impeached by committing treason or high crimes.
Clinton was impeached for lying under oath.

Ok, so lets make Obama testify on the Libyan attack then. Lets cross reference him on why he & other high ups instructed for false statements to be made to not only the American people but the world. Ask him why he flat our lied about the events surrounding the attacks. IMO he already lied under oath, he took a oath when he took office & he has broken that oath.

You forget that the politicians in both parties are just sitting there and letting him do it and taking notes. The way they see it if they let him do it and don't argue when they get in power they will be able to do the same things and no one will stop them. Its the whole " You let me make a mockery of the Constitution and I'll let you" kind of thing. They'll never consider impeachment.

The President wouldn't have to be tried in any court. All that has to happen is that the House has to impeach and the Senate has to convict - there is no appeal under the Constitution. The only real restraint is that members of Congress are loathe to start down a path that can easily backfire the next time a Republican is in office and the Democrats have a majority in Congress. Impeachment really isn't a legal proceeding - it is a political act with the trappings of a legal procedure.
