Latest Microsoft update locked up my desktop

laptop or desktop? With the external webcam, it could be either. We need the kind of info Catt57 asked about to really diagnose what is wrong. You may have to do a fresh install from your recovery partition, but we can't know until we get more info.
Desktop. Per Dell, it's a software issue

That is horrible.
I ran windows ME for a very long time and had to reinstall the disc a few times because I had no virus protection and i did not allow any updates to occur.

I am running on a different computer now not the old 286 MB.
This is a computer the wife gave up a Copmaq and it has windows 7 on it and I do not allow any updates to occur.

It works and I do not like change.

Can you block automatic updates on newer systems?

Had to do system reset. The only thing I couldn't recover was Adobe. I'll have to call them and see if they can send me a key code. I have the security code. This has been a nightmare but doable.

Been using computers since Apple II. lots of improvements since then but better is not always better. Microsoft upgrades are forcing us to do what they want not what we want. Edge is now an integral part of the OS and if you don't accept every upgrade you will see the BSOD, shutdown, restart and it just gets worse until you have to have someone clean up your system because it won't boot. Fortunately a distant family member not so distant in miles, has done this for me. Crapple and MS (MeSs) both do this for $$$$$$ and want access to everything you have.

Apple II was my first true computer, but I played games off a teletype machine connected to my father's business before that. He had an Altair before that, but I never played with it. I would play Wizardry, on that Apple, for hours on end.
