Actually I think it's because small towns don't have the checks and balances in place that larger municipalities have. Everyone who was "someone" in Comanche knew what was going on -- even the damned foreigner (me) -- but nobody was willing to rock the boat. Most of us because we needed that paycheck and the mayor would have canned ANYONE who said anything. A lawsuit for retaliation is fine and dandy but it doesn't feed the kids while you are waiting on the settlement.
