attach a chain around the safe
drop the chain down through a window and hook to a 4X4
gently pull the safe up the stairs, then stand and push into place.
Once upstairs use the plywood to repair the damage to the window sill

If it is a heavy safe I say be very careful. You say 2x8 stringers. Now when they cut the rise and run out of each 2x8 they now become about 3" thick. Are these outside steps up to a second floor apt? 600 safe, 3 guys at 200 lbs each and the live load that goes along with moving the safe = disaster on stairs. Please be very careful.
The dolly is called an Escalaria, my brother uses one to haul cast iron stoves up steps, pretty cool to watch one work.
